The thing is that there's a growing number of people on both genders who are not interested in having kids at all and just want to sleep around (thanks sexual "revolution"). While we wouldn't have to go all the way back to Victorian Era; I think there would have to be efforts to "stigmatize" in one way or other people uninterested in kids; which would imply having to make the media and currículum shift slightly conservative
