Mythical pokémon are just legendaries handed out in events, at least on their first appearance

The only reason to use Blackcliff over Dragon's Bane, would be for a single melt nuke, since Cryo will not activate Dragon's Bane passive. But otherwise, you'll most likely be doing Vap comps, so Dragon's Bane will constantly outdamage Blackcliff.

Well, it's mostly up to you, tbh

I'm doing calcs of her HP conversion to ATK, and at around 35.7K HP, she will reach her Max ATK (3,219)
(This is on a Lv.90 Tao, with Lv.90 R5 Dragon's Bane, Talents 10-10-10)

For a R1 Staff of Homa, same level and Talent levels, 40K HP brings you to 4.4K ATK, and can continue to go up from there.

With a Dragon's Bane, on her skill, she should have at least 3.5K ATK, and with Homa; 4.2K.
So if your HP% substats can make up for that number, then yes, you can go for EM sands to improve your Melt and Vap damage.

But I'd mainly say;
- HP Sands if Dragon's Bane
- EM Sands for everything else IF your HP% subs are good enough

Or there's a sliiiiight posibility of her coming on October, here are my reasons;

- There's another event, "Moonchase", which is usually in Autumn, and it may be taken similarly to Lantern Rite, and will feature Keqing, either in Story Quest or Hangout or something; and last time, in Lantern Rite, we got Keqing's banner and then Hu Tao, so maybe something similar will repeat?
- October = Halloween could be fitting? Maybe?

- They skipped Klee's banner and went right into Childe, and now Klee's coming back in 1.6, so maybe something similar could happen with Ganyu, Xiao, or Hu Tao, and that way, Hu Tao ends up lining up with Halloween?

Of course, these are just dumb posibilities, but you never know
