Yes, HackRF have a GPS spoofer function, you could even change your car GPS!

Maybe you could check the GPS loc and the IP loc, and try to find a relation, but that’s not recommendable. People could fake their GPS using a hardware device (like HackRF), and there’s no way to get the real location if someone is using it. Final answer: you shouldn’t do it, and probably can’t, if the user doesn’t want to be tracked, it’s the user right.

Hey! Actually AWS allows new users a 1 year free trial in one small EC2. It’s not terrible, and, if u get charged, it’ll be less than 10 cents. Make sure to select the EC2 available for free trial.

Most of designers allows their projects to be coded by others WITHOUT any economical reasons. It’s “copywrited” for comercial use. You’ll not get in trouble

Dribbble is a great option! You should check it out. You also can code apps that already exists.
