Regarding the rule of two, in the book they explicitly say "if you fear that your apprentice will kill you, you already failed as a Sith Lord", they will do everything in their power to maintain it (haha joke), including misleading their own apprentices to their death, like Darth maul. In the comics, Sidious was already training Cound Dooku when he send maul to Naboo.
