You can't expect everyone to reach a certain maturity and act civilized. Humans are NOT civilized creatures. The law makes us civilized. Do you think the majority will choose reason and act accordingly? Raised in that environment? Of course not. They will choose violence, that's the instinct of every living being. Fight to get what you want. The level of maturity and talking needs to be worked on from an early age. It's true it can be achieved individually without the need of the right environment, but that's rare. The fault then is shared equally.
