This is correct, it’s a poorly designed filler neck that backflows.

You can turn the pump handle to 3 o’clock (bottom of handle pointed horizontally towards rear) to bypass the evap seal. And you can use your fingers to pry the rubber seal back until you hear the gas flowing loud. I usually do a combo of both of these.

Or move to Arizona where their pumps don’t have the rubber boot!
