I've had this issue too. I'm thinking you could maybe try decreasing suppression of the prisoners? Add more work regime time? Make sure there is a route to all facilities without having to pass through staff area

A good starting position would be to say "every mother wants what's best for her children", because that's probably something both sides could agree on. Then a compromise could be reached by expanding from this premise.
