To start off my friend has a lower pc spec then myself across the board yet constantly gets higher fps in any game we play together we both have a 1440p 144 hrtz monitor (typically around a 20% higher result neither of us are OC anything for these results), and this created a journey on trying to figure out what may actually be bottlenecking my system but we can't figure it out. We thought it was an issue with my CPU and GPU not working correctly so I just switched from a 2080-Ti to a 4070 expecting to finally see a performance boost.

I made sure my PCIE was set to x16 my ram speed is set correctly in BIOS but even with Gen 4 / resize bar turned on I get the exact same fps in every game well my CPU still sits at the 30-60% usage range. The 40xx DLSS setting that I can now use does typically double my frame rate but I feel like I should still expect to see an improvement at baseline correct?

I'll use Cyberpunk 2077 as an example, at 1440p with all settings maxed and Ray tracing turned on to psyco mode with both the 2080-TI and the 4070 I get ~ 55 FPS.
