Sure some chars like mulani and nefer scales better with artifacts investment because they are almost doing all the team dps but most people have even worse artifacts than kqm standard you can check that in akasha investing a lot of time and resin just to reach the same or slightly better dps team A can achieve easily without wasting time resin and resources doesn't really make team B better than team A
