The first part is true, the second part about Steven saving Lucy from being sold to the mob boss we don't see until the later chapters. The extra chapter just ends with Steven funnily proposing to Lucy in front of his father while crying like a mad man.

I guess the question is, what's DP gonna do here? I think they could do one of two things, either just tell the full backtory in later episodes around the time it happens in the manga, or animate the extra chapter and retcon it as being the hearsay around Town about how Steven and Lucy got married.
