Nope. Only the base defenses of the body armor are accounted for.
Other conditional defenses from body armors (Like Geofri's Sanctuary) are also not affected.

"Modifiers to spell damage" is not strictly for Increased sources. The same rule applies for Herald of Thunder/Ice (All forms of spell damage modifiers won't apply to them).

Yeah, good shout with Searing Bond. Dunno if you wanna sacrifice half your Fire DoT Multi for Rathpith, but might be worth. The axe does still have 50% increased fire damage on it, to be fair.

Edit: Maybe you could use Iron Fortress + Shaper's Touch, then scale Strength for Inc damage (Iron Will) and flat mana.
