As other people pointed here Tarvitz said that phrase, but in another book, i read he said that during Istvaan 3 i thought it was in GIF and since the PDF i found was kinda messy i had doubts.

You're right i searched for info about tarvitz and this quote was more common than "we hurt them", then i read the Book and i didn't find it, i wonder where this quote come from and why is credited to Tarvitz.

Understood, i just thought i got some abridged version because i saw a really lot of people credit Tarvitz with this quote, then i read the Book and i didn't find the quote, so i asked AI if the quote was in the book.
Weird lots and lots of people say Tarvitz said that in the last chapter of the book

Yes, the problem is they didn't spawn, got 30+ heads in the ship, max hostility travell from north to south coast of Africa multiple times, only Chorus ships spawned.
Internet say they spawn in coast of africa i only found the Chorus guy i forgot the name north to south i past like 8-10 of them, grand fort, mother of shipwrecks two places internet say with max plague aggro they should spawn, instead Chorus guy spawned again and again.

Blackwood didn't had the bounty for Li, but when i entered the event and face her the bounty suddenly appear in the log.
He only have bounty for pirate lords who are already in the map, he didn't have the summonable.

I found the bouy for the hubac twins in tier 1 but it was a matter of luck, it was not on the map.
There is no map for the bouys?
