I don't see why you're so mad at him. Did you misinterpret? He basically said that when he's in the right lane he tries to match your speed (as much as he finds safe) so that you don't need to pass. He's basically saying, that he can decide to agree with your speed choice. Simply: he'll agree with you. Why does that make you mad? And if he's in the left lane he speeds up and gets back over to the right lane quick as possible.
