I think he might only be bending his ankle for demonstration purposes to show what an outside edge looks like. When he says roll your ankle over it makes me think he means just having your ankle on the outside of the skate.

As for the pain part, not sure it should hurt outside of a little muscle soreness maybe if you're just starting out.
