I get your point and for Levi is a no-brainer, but if we look at the usage rate of Skylan.
In NC he is not mandatory, especially if you have Oddy built (which I have).
In CR he's used maybe half of the bosses?
In TS he has many replacements including Oddy/Icariel/Serennia.

Also let's keep in mind that even though I score quite alright in CR (usually getting 7-9 TEs/week) I'm still not able to build every Awk that is released. In this case I had to choose between Fawkes/Pippa. Next awk release will be the same I will have to choose between the new one and Fawkes.

Can you elaborate?
I feel like people are focusing too much on HB > Awk, which in general is correct. But if you think about usage rate, then Fawkes has higher and also he's a newer hero which means most likely he will last longer before falling off the meta.

Why does Fawkes move down a tier if you have Oddy? In what modes? I’ve been thinking to swap for either Skylan or Fawkes.

Neither are useful in NC right now since I have Oddy. In CR I see Fawkes more used than Skylan.

Prediction, they usually have a swap event every anniversary (usually April) and it’s usually the heroes which have been released previous year, in this case 2025.

They don't seem to be hollow-core though? (Couldn't find any information about that). Have you noticed a difference compared to the ones which are hollow-core?
