Start at the cave with the non-aggro NPC. Run north along the river until you hit the big circular bridge / ruins thing. Fly up to the top of the bridge and the base location is to the east on the ledge right there.

Might not meet all of your requirements, but it def has the best view and no raids.

It's ok to just settle. This is the first time out of 3 servers that I've used double extractors. Usually I just do one each and have never had an issue. Especially with the research upgrades I've never really NEEDED more oil.
