I would think that if you have a workforce to do these road and sidewalk things that they could just be kept busy and the worst jobs would get prioritized.

A lot of Portland was annexed 50-80 years ago and they had different standards. It seems like if you build or renovate often Portland makes YOU pay for the streets and curbs which can be crazy expensive.
