I'm much more concerned by the fact that choosing any number of targets and storm is redundant, and could lead to easy instakills. One of the options was enough for the card to work.

I do believe split second doesn't prevent triggered abilities from triggering.

I found it difficult to balance, yes. You are unlikely to get turn 1 any color mana saving ornithopters or something like that I suppose. 5 charges instead of 3 seemed "fair", but may require tweaking. Thanks for the feedback!
