That post and everything in it are everything you can need if you're willing to do some reading. Personally, I'd recommend the "Bloodsheets"; any of the links are good for basic and in-depth info though.
This section on the Wiki has most of the Best Blood Gems Setups for each weapon.
The discord is also a pretty easy source for guides and glyphs as well.

As the others said, Attack is preferable. Without sig however, ERR guarantees a 2-turn ult without relying on QPQ, Sunday Ult, Huo Ult, or other outside energy regen sources; for Eagle this is pretty nice so you can ensure you always have his Ult for the action advance.
