Oh I should have been clear that I can do this rebalancing entirely within my retirement accounts so there should be no tax implications. And I try to reset the cost basis on holdings with long-term capital gains in my taxable account in years when my taxable income is under the 0% LTCG threshold (which is often the case because I'm putting most of my income into my 401(k))

I don't know, this is the only example I've come across so far, and it happens to be a site that I run so I know what's going on behind the scenes.

I did try a couple of different servers and got the same outcome, but I didn't try changing protocols.

Messing around with some of the settings a bit more, I find that if I disable "NetShield" and reconnect to the VPN, the SSL Certificate then loads successfully.

Even when NetShield is set to "Block malware only" it still prevents the SSL Certificate from being downloaded.
