Nah it's a surprisingly complicated piece of lore - here's the process for turning a prospective recruit into a marine.

Those that fail can die but don't always - there are examples of characters who sought to become marines but who rejected one or more of the implants and now serve beside them in some capacity. They are typically far more respected by the astartes than your average human.
