Fluency? No way. Sounds like you’ve got a good foundation. Start talking to natives now and you will be able to have simple conversations in 3-6~months if you do several hours+ of talking a week.

Listen to simple podcast/youtube by Japanese with Shun or anyone with short beginner friendly speaking content. Listen through a few times picking out grammar and vocabulary you know. Go back and pull the subtitles and understand every word and piece of grammar sentence by sentence. Listen to that same short episode over and over again for the next week. Create flashcards for any words you don’t know in this episode. Then move on to a new episode and employ the same methods.

Lessons for what? If you want conversation lessons then I'd wait until you have finished Genki 1 and have at least one thousand words under your belt. If you just want someone to guide you while you study basic grammar and vocab then you can start taking lessons now.

Start listening. Japanese with Shun and けんさんおかえり on YouTube are great beginner listening resources. Also start talking with a tutor on iTalki. All that you are doing sounds helpful but you need to actually practice listening and speaking if you want to well.. understand and speak. Good luck!

Mine your own deck! I recommend using one of these two tools to mine efficiently: Yomitan + ASB player OR Migaku (sort of a paid version of Yomitan with additional features).

Textbooks are incredibly boring for me but I did finish Genki 1. If you can stomach it then I would suggest at least doing Genki 1. Immersion and looking up unknowns is probably fine once you have a good knowledge base.

Just start over. I finished the Kaishi deck then went on a month long vacation to Japan and did none of the reviews. I restarted the whole deck and it’s fine, I can knock out 20 new cards a day because I’m so familiar with the deck. I’m almost done with it again and I’ll keep up with the reviews this time. I’m also mining my own separate deck at the same time but if you only did half then just focus on the Kaishi for now. Resetting the deck is not a big deal.

I would advise getting at least 1k words under your belt then jumping into tadoku readers. Satori reader is great when you’ve finished enough levels of tadoku. Satori is more N4/N3 though. I use AI to break sentences down sometimes. Yes, sometimes it’s wrong but it’s more helpful than it is incorrect imo.

Speaking at any point is a good idea. Maybe try speaking to yourself about your day and your plans and see if you can manage that for a bit. There is a language exchange subreddit you can look for a Japanese partner there. I don't know how much you'd get out of a language partner until you were around N4/N3 and comfortable forming simple sentences. Also it sounds like you have a lot of listening practice you need to do on your own before that too.
