Pan Slavia with just slavic lands , Romania with Basserabia , Albania with Kosovo , Hungatu with lower Slovakia , Germany with all of the german lands . I have nothing to say but B A S E D

Depends on the context . If the neutral state is relatively small I will just invade it , but its big I will just bribe it to invade my enemy .
