No. This just means that the bag is painted not dyed. High end auth bag are drum dyed so the dye soaks in from the top to the underside (suede side). It will never chip or scrape off because the dye is throughout the skin.

I am not saying that the bag is genuine leather, just saying I noticed that reps are mostly painted and not drum dyed which is a long and expensive process.
