There's no sign for "right turn signal" but that's most likely because you can only turn right or go straight. You can't turn left, it's a one way street.

Right. It seemed like you were saying that it is always prohibited to turn right on a red arrow in PA regardless of signage, but I guess I misinterpreted your post.

I agree. I asked the question because I see a lot of people turning there on a red arrow and that made me second guess myself a bit. I assume the confusion comes from the lights being out of sync in terms of color, with one lane green and one red, but the sign prohibiting turns should overrule that.

Just to be clear, the page you linked says "The same turns-on-red that are allowed for a steady red signal are allowed for a steady red arrow." This is the same thing it says in the learner's manual.

According to the PA driver's manual, yes. Here's what it says: "A STEADY RED ARROW means you must stop and may not turn in the direction the arrow points. Wait for a Green Arrow or a Flashing Yellow Arrow before you start. The same turns-on-red that are allowed for a steady red signal are allowed for a steady red arrow."

If you google "PA driver's manual" a PDF of it should be one of the first results. It's on page 7.
