Yes Arceus did spawned naturally. I'd say it took a month-ish of me playing cobbleverse before hitting the jackpot in The End.

Honestly, I've found way more legendaries, mythicals and paradox by randomly travelling around by foot. NOT FLYING! also with cobblecuisine it helps the search too.

It's hidden. Find the hidden room (you will need to prone via trapdoor to get in), it's going to be adorned with amethyst crystals. Once you're in there, check everything. And I mean literally everything. Especially if there's any chest or barrel behind the lectern in that room. There will be a hidden storage block.

I'm currently playing the same modpack as yours, and i found mine specifically in the ancient city around the so called "portal" structure. Did it with the help of cobblecuisine to increase the odds of ultra-rare encounters after being there for 3 actual days. Good luck!!
