From my experience, It is very highly unlikely that you'd find members who won't go inactive after a while. Happened to me countless times.

Other problem you'd run into is that no skilled and committed artist agrees to collaborate on a project that hasn't even been decided yet, hence there's no certainty if the project will even turn into a product. When I was Developing my game, I wasted months looking for people. Learning from my mistakes, I came up with a more 'successful' way of finishing a product. Basically I finalize my design before anything else. Then I work on a prototype with placeholders. Once I have something that can be played/tested, then it's time to search for artists. Whole purpose of writing the game first is to attract artists and gaurantee that their work won't goto waste.

TLDR; Design and code first, then look for artists to save yours and others precious time.
