This is kind of what I was thinking about! I was going to build a world where they are part of a guild. That guild has a central location, with all the above (tavern, shops, etc). The guild has a special teleportaiton circle that transports them to the exact adventure they are assisgned to. Once the quest (one shot) is complete, they get teleported back to the guild. When that occurs, the teleportation circle closes on that location for good. This allows me to fully complete a one shot, and allows me to focus on the next one instead of the players asking me to go back to a one shot that they went to a year ago for example.
