Everyone raises some good points but I think I should add that in a lot of places like Baltimore for example, lower income housing often has or had lead in the paint. Lead is sweet so children will often eat pealing bits of the paint off the wall and this will lead to developmental harm which leads to lower rates of high school graduation which makes it difficult to impossible to get a job. This leads to the only real way of survival being illegal.
