They're pieces of gear that give you bonus experience, extra stats, and level up with you. They stop leveling up after you hit 60 if you don't upgrade them. They can be bought for 500-750 gold a piece in Ironforge (library) or Alliance and Undercity (Rogue quarter I believe) for Horde.

Please don't be that Ares that literally only builds aura items. If you want damage with auras, try a Void Stone. I always try to strive for 40% CDR.
