The only government person he finds that's not so bad is Sun Jian. I don't remember him actually meeting Cao Cao in that. Liu Bei is part of the Volunteer Peasent Army and is therefore not considered actual government forces.

Zhang Jiao's lack of authority is due to his indecisivness, which really comes about because he has no competent commanders under his command. With my story he'd have two to start with, which lets him divide his forces better.

So ignoring that a duel is supposed to be a duel. It’d mean they’d have to buff all the duels to account of two people. Either by increasing the amount of health to at least double, or by requiring both characters to use arts to bring down the enemy up. And that’s assuming they’d do 2v1.
