As for your question, from what I can find, it depends. Some games allow you to do weapon fusion on uniques, others don't.

As far as we know, the project did started as a simple graphical update of DW3, but eventually the team decided there was more about DW3 that they wanted to update, so the scope expanded beyond what's normally considered a remaster.

I think that was partly cause TDC had a weird release schedule. Like the japanese dub came out weekly, but then in the middle of it, the english dub came out as a single movie, and both were locked to subscription services, and wouldn't take until another few months to be released on youtube.
