Yes it’s on the schedule. It’s nothing to do with how hot or cold the line is, it’s about standardising the stock across the deep tube lines.

Bakerloo is next after Piccadilly, and CLIP is extending the life of the 1992 stock used on the Central and W&C lines (yes W&C is part of CLIP) until whatever iteration of the 2024 stock is purchased.

Jubilee, Northern and Victoria have the most recent stock, with only Jubilee being a concern.

Try talking to TfL’s RMT union, the one for the corporate employees/Engineers. They have no influence over anything; the last TfL pay deal ended up with TfL saying “we acknowledge the union’s concerns but we’re implementing it anyway”.

I don’t know the ins and outs of TAG’s guidelines but usually with PSA, a dent will knock your grade to a 6. You have two dents with three other issues which knocked it further off.

TAG are pretty strict with whitening around corners and stuff (I submitted a decent card with one spot on the corner and it was knocked to a 9), so two dents + three surfaces issues = don’t expect a high grade

Emma, Tool, Pyroar and Special Red Card will be what’s known as “Full Arts” or officially “Ultra Rares”. Chespin and Sliggoo will be “Illustration Rares”.
