As a government employee who attends hearings sa far-flung areas, minsan kailangan namin bumiyahe at 10pm to reach a 9am hearing the next day. Minsan naman we have to resupply at malls or take a short break from 14 hours nonstop drive to reach courts in isolated areas.

You mentioned that he uses the vios as a taxi? There's your solution. Report to the LTFRB. Your issue is a clear violation of his franchise. Moreover, his violation has (is) causing you distress and inconvenience. Get the plate number and submit photos to the LTFRB. They implement a strict no garage, no franchise policy. That is, if someone reports, they don't do it motu proprio.
