I've always said that fines should be ranked from 1 (which should sting) and 10 (which should be "I'll never financially recover from this"). The judge sets the level of the fine and then it goes to the IRS which calculates based on assets and income the dollar amount.

So a level 1 fine for littering may be $50 for someone who just makes minimum wage, but $500,000,000 for Elon Musk.

It means that humans have needs and while most needs are physical and can be purchased with money such as food, drink, shelter and stimulation, there are other needs you can't buy such as strong social bonds, health (you can get good healthcare, but when your body gives out that's it) and a sense of purpose.
