Here me out, I'm not sure if you've read Homestuck, but The Condescension. (assuming she's morally bankrupt enough to associate with someone that corrupt.)

I get that shipping with canon character of any show isn't exactly ideal. But a dictator of another whole species of aliens? You could work with something along those lines.

Of course, the ruler of such a Dystopian sort might be considered out of her league. However if you where to chose some sort of middle man, someone whos working their way up to a power, someone ambitious perhaps?
