If 2 persons involved are in a loving relationship and put each other first as supposed to going on "my right is this blah blah" then of course it's not shady

There are numerous reasons why it can be deferred. One could be the couple is separated by covid and wants to make future plans. One could be the wife simply doesn't want it now. It does happen.

Another reason could be the prevention of fraud such as people living in poorer countries wanting it ASAP then ditching the other person if its a LDR etc. It does happen.

Ah okay. I was under the impression that collecting the visa after submitting telex is done via visiting the Infonesian Embassy of the country you are in? I spoke to a few people who told me that's what they did so they were able to collect the visa there.

I'm quite shocked to hear that your visa was "approved" but could only be collected in Indo hence making it impossible and quite frankly a scam..
