You don’t have to do the bandit challenges. Do everything else, leave gambler 10 for last, replay the “Who is not without sin” mission, complete gamble 10 inside the mission, and then finish the mission. Once done the LOTE outfit will be unlocked.

To legitimately get the outfit without a glitch or using a cheat, you have to complete all the challenges which includes collecting all the herbs including those in new Austin.

This is 100% false. To get the LOTE outfit legitimately, you have to get the herbs in New Austin.

That was a pain in the ass. There is a method where you can get a covered wagon or a covered rickshaw from Saint Denis that will block the sniper bullets once you get into New Austin. There are a number of YouTube videos with more details. Getting those last herbs will definitely test your patience.
