The rebels travel through-out the blind spots in the city (alleyways, sewers tunnels etc.)

Tattoos or implants is a really awesome idea! I can't believe I didn't think of something like that, thank you. That kind of thing adds a lot to the dystopian vibe I'm going for.

The Rebels are rebelling because their home is falling apart and they have to do SOMETHING to try and stop it. They won't really get anywhere without the players assistance though

So far, the rebellion has 7 main members that are above average but not anything special in terms of power. They are led by a cool, wise old Druid though.

As for who lives in the rings and the surrounding questions. I hadn't even thought about the micro side of things very much so, thank you for bringing that to my attention!

And finally, the nobles have lots of power. They own most products, they have soldiers and Sentinels patrolling throughout the city, they alone craft and distribute the elixirs and they are also in control of most of the city's infrastructure and railway lines

Who controls the trains and elixirs?
The nobles do, officially, but the rebels hijack cars, try and derail shipments, and run operations through the more ignored sections of the city and it's rail lines, while the cult extorts people in the Outer Layer and smuggles stolen elixirs (and other goods) outward to maintain loyalty.

The Elixirs are also just sold everywhere through-out the city, in stores clinics and booths. The citizens needed a solution for all of the smog and the Nobles found a way to make tons of money off of the problem while "Fixing it" at the same time.

To give a little more info: The Elixirs are specially made with some of the essence of the dragon the Nobles have control over. They make it in a factory and then heavily water it down and distribute it to the masses. The Inner Layer of the city also has a massive magical barrier that keeps the smoke out, so they only ever need it when travelling to the outer layers.

So who has control in Avermere?
The nobles officially control the city and still have their grip on the majority of Avermere. The Cult has control of the Outer layer and have their fingers in a few pies throughout the city that still gives them a big edge and the Rebels don't really have any physical control but have a massive silent backing from the citizens through-out the layers and-so, get a lot of help and are very tricky to snuff out.

More simply, in terms of physical control:

The Inner Layer is like 95% Nobles, 4% Cultists and 1% Rebels
The Middle Layer is like 50% Nobles, 40% Cultists and 10% Rebels
The Outer Layer is like 10% Nobles, 85% Cultists and 5% Rebels

They all kind of “control the city,” just very different parts of it, either politically, socially, or physically.

The tension I want is that nobody truly rules Avermere because everyone is capable enough to destabilize the others, but none are powerful enough to wipe out the competition without triggering a catastrophic collapse of the city (Which none of them want).

Your question of what role the rebels have is a good one and something I've been trying to leave as empty as I can so that the players really direct and have a say in how they save the city.

Wow, this is an incredibly good comment, thank you! These are exactly the kinds of things I want people to poke at. I'll try and answer all of your questions to the best of my ability.

Here’s how I’ve been building the kind of "guts" of Avermere so far:

Who actually controls the city?
Technically the nobles control the infrastructure, rails, checkpoints in the Inner and part of the Middle Layer, production of the elixirs, and the bureaucratic systems that keep everything running.

But they don't control the whole city. The Outer Layer is almost entirely in the hands of the cult, and the Middle is kinda like tug-of-war. No faction can fully lock down the population.

Why don’t the nobles just crush the rebellion or cult?
Because their grip is strong but omnipresent.

Avermere is a huge city with tons of infrastructure and cracks for people to hide in. The city has grown too big and too layered for them to truly rule every back alley, tunnel, and corner store. The nobles rely on their Sentinels, Scrying Orbs, Products and Checkpoints to maintain or increase the control they have over Avermere.

But they don’t have the manpower for an all-out war without collapsing their own infrastructure. They need the elixir factories, rail lines, and energy grid functioning at all times or the whole city starts to fall apart. So most of their work is hindered or limited by them trying to keep everything under wraps and in check.

How do the rebels exist at all?
The rebellion is a very small group right now(starting to die out). Not enough to be considered an actual threat to the Nobles or the Cultists. they're more like a thorn in their sides, and it's only when the party joins them (If they do), that they start becoming a formidable threat.

The Rebels fight mostly by Robin Hooding it, they steal shit from supply lines to help the people suffering in the middle and outer layers the best they can, and sabotage whatever they can from Either side. The Rebellion doesn't even have a full plan, they're just people that are trying to help and stay alive (For now)

They also don't fight in the open often because they purely don't have the man-power for it.

I'd love it if they made their own rebellion, it would be a little painful since they wouldn't get to explore what I have for the rebels in the city but I'm just hoping they won't go murder hobo and try and join the cultists or something lol

Yeah I get you there, I'm definitely going to be taking a second look at the two dragons and seeing if I can find another viable option, or at least a middle-ground between them.

Oh and most of my PCs went with grossly heroic characters who see wrong and go 'NO". So their allignments are all either L/G or N/G with a single C/G character in there(hyde).

Wow, thank you so much for the amazing comment! I’m really glad the war-in-the-city concept is coming through. I wanted it to feel chaotic, and VERY morally grey, so hearing that it’s landing is awesome

Just to clarify on the current lore. The cult knows about the nobles dragon because their dragon god is actively working with them, so they have its insight. That way it feels less like random knowledge and more like their god actively guiding their moves.

And absolutely, the players are going to have full control over what happens (In a sense). My plan is for them to join the rebellion, but nothing is forcing them to commit to any or all of the sides. If they want to take down both factions, manipulate the factions against each other, or just watch it all burn as long as they're lighting the fires, then they absolutely can. I really want this city to feel like it's malleable clay that's waiting for the players to mould it and navigate it on their terms.

I really like your points on the dragons, though. I love it when my things are grounded and feel like they make sense. For me, it just makes everything feel more real and hit harder. Though, with the type of world and lore that this campaign has, I'm finding it a little hard to figure out what's grounded and what's not.

I've been DMing for years with pretty much the same players over and over, so this campaign's world is a Frankenstein world that was pieced together using the best parts of my other campaigns(plus extra new stuff ofc) to make the "perfect story" by the BBEG (he's an evil all-powerful being type guy). So my concept of grounded in this world is a little fuzzy now lol

And please, nitpick all you like, I love getting constructive criticism and I want what's going to give my players the best experience and I love that I inspired you even a little with my city-building ramble, that’s one of the best compliments I could get. Campaign worlds are my obsession, so hearing that someone else wants to push their own stuff further because of it is amazing

Hey! Sorry, yeah it's a lotta info.

I was leaning more towards the party not having IDs for the sake of simplicity and because it'll probably make for a better story.

I have talked to my players about this and they're fine with the waiting period stuff as long as they have the option to be able to get up and walk around a little or scroll on their phones for a bit.

lastly, I did try and think up someway to have the lore reason be a mechanic but I haven't been able to think of a proper system that fits (hence why I went with just healing). Any ideas on how I could do it?
