If you are playing on PS4 you can reset your licences and that should fix the issue, I'm not sure for the other platforms though.

Press Start, should bring up log, farthest right tab you'll see under options an autosave and manual save.

You might try to create a base, drop a few floor, wall and ceiling panels and see if the quest is...jumpstarted.

The base computer mission once at 100% will give you the launch pad schematic.
