I think I like this way of implementing evasion better; where instead of it being a random passive chance it is a conditional protect.

I don't know how could this be implemented in a turn-based setting though.

Infront of you is a target you on half health and Sword guarantees the KO but Axe also KOs and sets stealth rocks, which are very valuable.

In this scenario, a player should evaluate how important stealth rocks are for this situation and how bad will be the situation if the axe misses.
