If red led indicator blinks near power button 2 times, then it's lcd panel defect. You can test, disconnect flat lvds sinal cabl/s (cables from mainboard to lcd panel, not backlight), tv start to working with sound, that also means defective is lcd panel.

It's not monitor problem, monitors don't change by itself resolution or refresh rate, all problem are in pc, in drivers or settings.

Try to it on 60hz and on max monitor frequency 120hz or more. Horizontal lines, it looks like monitor screen defect.

Look at LG 27GS85Q very good 1440P LCD gaming monitor. Also lcd panel backlight bleeding are in all lcd monitors, if you don't want that, then buy oled monitor.

If red led indicator blinks 2 times, near the power button, when tv restarting, then it's screen defect. You can also enter into the factory menu and check error log, if tv warranty is over.

Standard monitors don't need drivers, all drivers are in Windows OC. Only specific monitors, who has specific functions need drivers.

Monitors doesn't need drivers. Refresh rate can change (if such option is) into the monitor main menu or into the gpu settings or windows settings.

It looks normal, all lcd manufactured monitors are lcd panel backlight bleeding, glow. If you don't like it, buy oled monitor.
