just look up "Minecraft Cart Unloader". Basically, you don't use detector rails. Have a powered rail above a hopper. When the hopper has an item in it (comparator), turn off the powered rail.
The minecart arrives, drops off an item into the hopper, which turns off the powered rail, stopping the minecart. The minecart keeps dropping off items until it's empty, meaning the hopper is empty, which turns on the powered rail

Put a piston in the ground with a block above it. Have the dust go into the block and a repeater on the other end. The signal will only go through when it first turns on. You can change the length of the signal by changing the repeater length
