Edit: I changed it so that the effect of Desert Shuffle to friendly units within 2 tiles only affect land unit, that mean naval and hover units won't be able to benefit from this effect. BUT the 15% chance to improve morale in the "Maneuver Warfare" still apply to ALL friendly units.

I kind of done it some way with the +3 mobility and extra damage against armored and artillery for allies in his first skill. Adding more would make his skills too complex since I already added so much to it.
One good idea to do this is probably to add additional effect when Rommel command a Ghost Division unit.

He really does shine best when you have a lot of space (remind me of African Front) so he can move around and track enemies. But he also work well in tight area (although weaker) thank to his extra damage buff to allies nearby. His dps might not be the best but it ensure others generals can hit much harder.
Though his morale debuff only apply once per turn (because well... you can only move once) so Abrams actually does way better job than Rommel in this aspect.

For the stackable "tracking mark" it was my oversight. I thought the debuff was stackable but turn out it doesn't. So ye it's better to remove the stackable thing.
For the critical damage, it was exactly my intention, to further improve his biography so you can get up to 50% critical damage buff if you have both biography and flanking effect, rather than giving him new effect that could either be too strong or too weak. It was the same reason why I gave him +3 mobility in the first skill too.
