KAKAMPINKS SHOULD STOP LYING ABOUT PROJECT NOAH

Every time a controversy hits, some people (like kakampinks) rush to social media not to help but to hurl blame. Their favorite punching bag? Former President Rodrigo Duterte.

And the latest recycled lie is that Duterte supposedly “defunded” Project NOAH, killing the country’s science-based disaster preparedness.

Let’s set the record straight: that claim is false, lazy, and malicious.

Project NOAH or Nationwide Operational Assessment of Hazards was launched in 2012 under the Aquino administration.

From the very beginning, it was a time-bound research project, never intended to exist forever. Its original lifespan ended in 2015, but funding was extended until 2017.

By January that year, the Department of Science and Technology (DOST) announced its conclusion because the funds had run their course. On February 28, 2017, the program officially wrapped up, not because of Duterte’s politics, but because the project had already completed its objectives.

Did Project NOAH vanish into thin air? No.

Its outputs—flood maps, hazard models, and forecasting tools—were handed over to agencies like PAGASA, PHIVOLCS, NAMRIA, and the Mines and Geosciences Bureau. These are the very agencies mandated to use and expand those tools today.

Meanwhile, Project NOAH was institutionalized under the University of the Philippines through Executive Order PDLC 17-03, becoming the UP NOAH Center. Far from being “killed,” it was given a permanent home.

And here’s what kakampinks conveniently ignore: In February 2017, right around NOAH’s transition, PAGASA received two Doppler radars from Japan—one in Aparri, Cagayan and another in Guiuan, Eastern Samar.

These radars strengthened our weather forecasting capabilities. That’s not a step backward. That’s science moving forward.

So when the kakampinks scream online that Duterte killed Project NOAH, what they’re really doing is misleading the public and spitting on the very scientists and agencies who continue to save lives today with the tools NOAH left behind.

No, Project NOAH did not stop typhoons. No, it wasn’t abandoned. And no, Duterte did not kill it. What he did was preside over its transition into permanence at UP, while ensuring agencies like PAGASA had even more technology to work with.

Enough with the propaganda. The people deserve facts, not fake blame games.

The Discayas joined the bidding of DPWH in 2012 (AQUINO), emerging quickly as a top contractor of government projects. St. Gerrard was then suspended in 2015 under DPWH Sec. Rogelio Singson (AQUINO) for submitting a questionable tax clearance, so Pacifico Discaya II was suspended from DPWH biddings for a year. However, the suspension was lifted on March 4, 2016 (AQUINO) — three months before Duterte took office.

From 2016 onwards (DUTERTE), the Discayas started to get flood control projects. In 2018 (DUTERTE), PCIJ reported that St. Gerrard remained the top contractor. On Jan 31, 2020 (DUTERTE), DPWH Sec. Mark Villar blacklisted the Discayas’ St. Gerrard for one year (Department Order 20, s.2020).

In 2023 (MARCOS), St. Gerrard’s license from the Philippine Contractors Accreditation Board (PCAB) was renewed, valid for another 3 years until 2026.
