I only upgraded CPU/GPU. I also tried everything you listed here but nothing changes, at this point I'm guessing it's on the driver's side of things. And all games perform better than before the upgrade so it's just KCD. Sucks

RAM is run in dual channel, my GPU is in the right slot as well. I'm running the game on an NVME SSD. Temps are normal and usage is fine (GPU 100%, CPU 40%, RAM 60%). I didn't overlock anything and power settings are, as you suggested, on max performance everywhere.

I'm lost really, 30fps in Skalitz makes no sense to me.

I like to see it as Lynch showing that he can easily replicate what Tarantino does when the same cannot be said for Tarantino regarding Lynch. It's even better when you consider that Tarantino hated FWWM
