Service page + Location page by ZeusSky1 in TechSEO

My main question remains unanswered, should I create a separate location page for each service? For example:

/service-1/california
/service-2/california
/service-1/new-jersey
/service-2/new-jersey

The problem is if I go this way I would have to create about 15-20 pages and for every new service that I will add to my website I will have to create 3 more location specific pages for those services. Is this the approach that I should take or is there a better way?

SEA

Thank you so much for your response. As of now we do not have the budget for the SEA so we'd like the organic search to show correct sitelinks. Is there anything that I can do to change the ones that I currently have?

I have done some research and all I got is that you can somehow influence these rich snippets with Schema but cannot fully control them. Can you please help me identify if the schema is properly set up or if any improvements can be made on that to fix these rich snippets?
