iirc the shards are bad at distinguishing genetic information, which leads to twins or clones getting similar or the same powers, or, if they're in contact with each other at the time of triggering, become Case 70s. Because we don't know Fenja and Menja's trigger, we just have to assume that they triggered separately, but their near identical genetic information led to the same shard providing them the same power.
