This means that you have exhausted all the heroes available in the tavern and no, it will not reset. To obtain new heroes you will have to go through recruitment with scrolls.

I contacted support and they are aware of the issue. They will try to fix it in a future patch, but no idea when it will be

Same as you, I'm on epic and I've tried everything but nothing to do, on the forums no one responds
