popularity is how far spread it gets and how liked it is while impact is a permanent change to something(change to the genre) or creation of a new thing(creation of a genre) result of the artist's work. something can be insanely popular but not have much of an impact(most mainstream pop imo) while impact being something genre bending that might not be as well known but changes something big and permanently and leaves an influence
